The Inter-governmental Authority on Development Special Envoy to South Sudan, Dr. Ismail Wais has stressed on the importance of cultural dialogue and consensus-building in resolving South Sudan’s ongoing political challenges.

“I hope and pray that this forum helps South Sudanese political actors and stakeholders to appreciate, embrace, and nurture cultural dialogue as the only means of resolving differences,” Dr. Wais stated. He said despite progress in the last few decades, South Sudan’s history is marked by repeated failures to implement agreements, which has caused deep frustrations among its citizens.

“Since 1999, many agreements have been signed, but they have not been honored,” he noted.

Also, he pointed out that agreements are often made under external pressure, leading to a lack of conviction and ownership by the signatories, which weakens their commitment to implementation.

This issue, he said, has contributed to the widening trust deficit, hindering the peace process.

“The problem lies in how agreements are signed and the intentions behind them,” Dr. Wais explained.

The envoy urged South Sudan leaders to reflect on the past and learn from history to avoid repeating mistakes.

“Let us all admit that we are part of the problem, and the solution can only come from us,” he said.

He called for a renewed commitment to building trust and cooperation, emphasizing that dialogue is key to long-term peace and stability.

Despite the ongoing challenges, Wais expressed hope for South Sudan’s future.

“The progress we have made, though incremental, is a testament to our collective determination,” he said.

He urged the international community to support the country with logistical and financial assistance to ensure a successful peace process.

“With dialogue, cooperation, and full commitment, we can build a brighter future for South Sudan,” Dr. Wais remarked.
