Tension gripped Juba on Thursday evening as an exchange of gunfire broke out at the residence of former Director General of the National Security Services (NSS), General Akol Koor Kuc. The South Sudan People’s Defense Forces (SSPDF) confirmed the incident, attributing the confrontation to a misunderstanding between two layers of security forces assigned to protect the premises.

Major General Lul Ruai, SSPDF Army Spokesperson, confirmed the clash, stating, “There was a misunderstanding between our outer protection force and the close protection force. As a result, they exchanged gunfire. However, upon the eruption of gunshots, our Chief of Defense Forces, General Santino Deng Wol, rushed to the scene and successfully calmed the situation.”

The confrontation resulted in injuries to two SSPDF soldiers, with no immediate reports of civilian casualties. General Lul emphasized that investigations are underway to determine the root cause of the altercation. “We will continue investigating tomorrow to establish the details of what transpired. For now, we have contained the situation, and residents can rest assured that Juba is safe,” he added.

General Akol Koor, who has reportedly been instructed to remain confined within his residence, is under heightened security. “An extra protection force has been deployed to ensure his safety,” confirmed Major General Lul. While the spokesperson refrained from labeling it as a formal house arrest, he noted that no official document clarifying the reasons for the confinement has been issued.

The incident highlights the complexities of security arrangements in South Sudan, with multiple security units operating in overlapping roles. According to General Lul, “Both the outer ring, which consists of a platoon-sized force, and the close protection team are from SSPDF, but they play distinct roles. Until investigations are completed, we cannot confirm the exact trigger of the conflict.”

However, a civil society member, in a communique shared after the incident, expressed concern, calling for de-escalation. Edmund Yakani, Executive Director of the Community Empowerment for Progress Organization (CEPO), condemned the incident, stating, “Resorting to gun violence to resolve political differences reflects a dangerous culture. Such actions risk gross human rights violations and perpetuate instability in the country.”

Yakani further urged all parties to prioritize peace and accountability. “The use of guns undermines the nation’s progress. Leaders must set an example by engaging in peaceful dialogue,” he said.

While the situation has been brought under control, the incident raises questions about the efficacy of the SSPDF’s internal coordination and the potential implications for national security. The public awaits further updates as investigations by the authorities continue.

The South Sudanese government and civil society previously expressed commitment to ensuring that such incidents are managed, emphasizing the need for unity and peaceful resolution of disputes.
