The Commission’s interim chairman encouraged the High-Level ad-hoc Committee to expedite its review of the status of the Roadmap implementation, identify, prioritize and implement the pending tasks

The Reconstituted Joint Monitoring Evaluation Commission (RJMEC) in its meeting with the High-Level Ad-Hoc Committee on Implementation of the Revitalised Agreement on the Resolution of Conflict in South Sudan (R-ARCSS) on Monday, called for the resolution of the ongoing crisis and expeditious, inclusive implementation of the peace agreement.

In a meeting held on Monday, Maj. Gen. George Aggrey Owinow, Interim Chairperson of the RJMEC, noted the enhanced mandate of the Committee as set out in the Republican Order No. RSS/RO/J/17/2025 of June 4, 2025.

Also, he expressed his appreciation to the Committee for the comprehensive briefing.

However, Aggrey encouraged the High-Level ad-hoc Committee to expedite its review of the status of the Roadmap implementation, emphasizing on the importance of identifying priority pending tasks under the R-ARCSS to be accomplished within the remaining transitional period ahead of the elections.

Early last month (June), President Salva Kiir reconstituted the high-level ad-hoc committee on the implementation of the 2018 peace agreement, appointing 31 members from various political parties.

The team, led by presidential advisor Kuol Manyang Juuk, was assigned five key mandates, among them to oversight the implementation of the peace deal, thereby ensuring the effective implementation of all the chapters of R-ARCSS, except chapter two, which is on transitional security arrangements.

Meanwhile, during his meeting with committee this week, the RJMEC Interim Chairperson stressed on the importance of protecting the progress achieved under the R-ARCSS over the past six years, and expressed his worries over the obstacles facing the Agreement.

“These hurdles include short implementation deadlines, insufficient funding for Agreement mechanisms, ongoing political and security issues, and internal divisions within the SPLM-IO,” said Maj. Gen. Owinow.

He called for action to address these challenges to ensure continued success of the peace process.

“SPLM/A-IO to resolve their differences using internal structures in order to ensure their active participation in the implementation of the Revitalized Peace Agreement,” he said.

In his final remarks, the RJMEC Interim Chairperson emphasized on the importance of a unified approach in implementing the R-ARCSS and reaffirmed RJMEC’s dedication to working closely with all parties and stakeholders involved in the peace agreement, both domestically and internationally.
