Bout of violence and simmering tension have gripped Moroto Training Centre and Liang cantonment site.
This was revealed at a technical committee meeting held by the Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanism in Juba on Thursday.
CTSAMVM Acting Chairperson Major General Dafaalla Hamid Mohamed attributed the violence to shift of allegiance by the senior military officers and their affiliated forces from SPLM/A-IO.
CTSAMVM remains concerned that if these situations remain unresolved then the ceasefire may remain elusive.
“We call upon the parties involved to take the necessary steps and adhere to the ceasefire and the protection of civilians,” he said
Dafaalla said that they have been conducting regular visits to the cantonment sites and training centres and the conditions have not improved.
“…it is of concern that conditions in training centres have deteriorated and as a result many trainees have left the centers.
There is still no deployment plan for the NUF. These are major implementation weaknesses which need to be addressed by TGoNU and the NTC,” he added.
CTSAMVM issued one report on violation to parties prior to the Thursday meeting detailing the incidents in Lainya area.
According to CTSAMVM, the violation was a serious one. It culminated in the killing of civilians, rape of woman and assault on vulnerable people.
“It is encouraging that the party responsible is taking action to address the violation but clearly there are still problems being caused by ill-disciplined soldiers,” Dafaalla said.
CTSAMVM have difficulties in traversing the area because local commanders who have a poor understanding of their obligations have raised barriers against them.
