The Governor of Central Equatoria State, Emmanuel Adil Anthony, has changed the face of state institutions with a number of decrees for effective service delivery in the New Year.

In a gubernatorial decree dated January 1, 2022, Adil relieved the managing directorship of Equator Broadcasting Corporation (EBC).

In a separate gubernatorial decree dated February 2, 2022, he relieved the Executive Director of the State Conflict Resolution and Reconciliation Commission and the Executive Director of the State Insurance Regulatory Authority, Fred Lako.

The governor relieved a member of the State Investment Authority/Corporation, Luwala Yuda Wani, in another decree No. 03, 2022. He established and appointed the chairperson and deputy chairperson for the state land commission in a gubernatorial decree No. 4.

Fred Lako was named the chairperson of the state land commission, while the deputy chairperson was Jiki Alex Bon.

In gubernatorial decree No. 5, 2022, Gama Deodine Lubakare was named as the Executive Director of the State Insurance Regulatory Authority. Francis Luwala Yuda Wani was named as the Executive Director of the State Conflict Resolution and Reconciliation Commission in a gubernatorial decree No. 06, 2022.

In a gubernatorial decree No. 07, 2022, the governor also appointed Victor Keri Wani as a Technical Adviser for Equator Broadcasting Corporation and decree No. 08, 2022, and appointed Oliver Modi Philips as the Acting Managing Director of Equator Broadcasting Corporation.

The gubernatorial decree No. 09, 2022, was for the reconstitution and appointment of the Board of Directors of the Equator Broadcasting Corporation with Karlo Arigo Wani as the Chairperson, Margaret Peter Abudi as the deputy chairperson.

The members appointed under the same decree number nine include Muki Batali Buli, Ann Nimiriano, Rejoice Tio Samson, Faraj Juma Zaid and Stanlaus Tombe.

In a gubernatorial decree No. 10, 2022, Yasir Moro Kenyi was picked as a member of the State Investment Authority/Corporation.

Shake-up

The first state gubernatorial decree has followed the sacking of the mayor of Juba City Council Kalisto Lado Faustino in November 2021. Kalisto was replaced with Michael Allah-Jabu as the replacement.

During the swearing-in ceremony of the new mayor, governor Adil vowed to investigate an incident in which suspected robbers broke into the mayor’s office and stole money and property, including computers.

He directed the minister of local government and law enforcement Moro Isaac to lead the investigation in the soonest time possible.

“The office of the former mayor has been broken into and all those involved must be brought to account. I want a report. The investigation must be carried out as soon as possible,” he said.

Kalisto was sacked in a gubernatorial decree, which came after he was accused by the chairperson of the Central Equatoria State Chamber of Commerce of overtaxing traders and charging high fines.

There had also been an outcry from the traders due to high taxes as well as the failure of the city council to compensate the victims of demolitions.
